Chargent's Standard plan is on per user, per month basis. There is a 10 user minimum, and only those users in your org who need access to the Chargent functionality need to be licensed.

The Sites plan is for customers who need internal plus portal access, while the Platform plan includes a webservices API and makes Chargent available to "unauthenticated" users on external web sites.
